SPOKANE - Roy August Betlach, whose 32-year career in public service included stints as Spokane County sheriff, State Patrol chief and U.S. postmaster for Eastern Washington, died from complications of heart surgery. He was 76.
Mr. Betlach died at his Spokane Valley home last Saturday (Nov.
27).
Born in Nebraska in 1922, Mr. Betlach moved with his family to the Spokane area in 1928. Following service in the Army during World War II, he joined the State Patrol as a trooper in 1945 and served until 1954, when a group of friends and Spokane political activists persuaded him to run for sheriff. He beat two-term incumbent Ralph Smith by a 2-to-1 margin, becoming the state's youngest sheriff at 31.
A Democrat, Mr. Betlach was viewed as a progressive lawman, instituting a professional training program for deputies, including classes on airplane-crash investigations and childbirth. He also was credited with hiring the first female deputies in Spokane.
Then-Gov. Albert Rosellini appointed Mr. Betlach as chief of the Patrol in 1956. He held the job for seven years, aggressively pursuing traffic-safety issues.
In 1964, Rosellini appointed Mr. Betlach to the state Liquor Control Board, where he served for three years until being appointed Spokane postmaster. He later became manager of the Postal Service's Eastern Washington District. He retired from the Postal Service in 1976.
He is survived by his wife of 50 years, Bernadine Hatch Betlach, five children, nine grandchildren and one great-grandchild.
